The ministry also decided to use ‘Education for All’ instead of ‘Adult Education’, as the previous term did not adequately represent all illiterates in the 15+ age group.
“The objectives of the program are to impart not only basic literacy and numeracy, but also to cover other components that are necessary for a 21st century citizen, such as essential life skills, including financial literacy , digital literacy, business skills, health care and awareness, child care and education, and family well-being); job skills development for local employment); basic education, including equivalency of preparatory, middle and secondary levels,” a senior Ministry of Education official said.
“…and continuing education, including engaging holistic courses for adults in the arts, sciences, technology, culture, sports and recreation, and other subjects of interest or of use for local learners, such as more advanced materials on essential life skills.
The program will be implemented through volunteering through the online mode. Training, orientation, volunteer workshops, can be organized in face-to-face mode,” he added.
All materials and resources should be provided in digital form for easy access to registered volunteers through easily accessible digital modes such as television, radio, free and open source mobile phone-based apps and portals.
The program will cover illiterates aged 15 and over in all state and union territories. The Foundational Literacy and Numeracy target for fiscal years 2022-27 is 5 million learners using the Online Teaching, Learning and Assessment System (OTLAS) in collaboration with the National Center computer science, NCERT and NIOS in which a learner can register with essential information like name, date of birth, gender, Aadhaar number and mobile number.
The total estimated expenditure of the New India Literacy Program is Rs 1037.90 crore which includes the central share of Rs 700 crore and the state share of Rs 337.90 crore respectively for 2022-27.
While states and union territories will have the flexibility to undertake innovative activities, the school will be the program’s implementation unit and will be used to conduct a survey of beneficiaries and volunteer teachers.
