VIETNAM, September 9 – HÀ NỘI – An investigation into the Ministry of Education and Training has concluded that Party violations in the ministry are attributable to the loose leadership and lack of accountability of senior ministry officials, including the former Minister of Education Nhạ.
The Inspection Commission of the Party Central Committee held its 19th session from September 6 to 8 in Hà Nội under the chairmanship of the chairman of the commission Trần Cẩm Tú.
During the session, the commission reviewed the results of the inspection of civil affairs of the Party committee at the Ministry of Education and Training during the term 2016-2021. He concluded that the committee had shown a lack of accountability and relaxed leadership. This has allowed some collectives and individuals in the ministry to violate Party regulations and state laws regarding personnel work; policy development and promulgation; the implementation of certain public investment projects; compilation, evaluation, publication and distribution of manuals; and organization of national secondary school leaving examinations in 2018 and 2021.
The commission agreed that these violations and errors were attributable to the Party delegation to the Ministry of Education and Training, as well as to Phùng Xuân Nhạ, former head of the Party delegation to the ministry and former minister; Nguyễn Hữu Độ, member of the delegation and deputy minister and several other officials and former officials of the ministry.
These violations have affected the implementation of the Party Central Committee’s resolution on education and training, wasting state budget and assets as well as social resources, stoking public resentment and creating a negative impact on the prestige of the Party and the education sector, to a level that calls for disciplinary action.
Based on the conclusion of its 18th session and Party regulations, the commission also proposed that the authorized agencies impose disciplinary measures against the standing council of the Party Committee of Hải Dương Province during the 2020-2025 term. and the Party delegation to the province of Hải Dương. Popular Committee in the 2016-2021 and 2021-2026 mandates.
They recommended that action be taken against Phạm Xuân Thăng, member of the Party Central Committee, secretary of the Provincial Party Committee and chairman of the Provincial People’s Council; Triệu Thế Hùng, vice-secretary of the provincial party committee and chairman of the provincial people’s committee, as well as some former senior officials of the province.
The commission also requested the standing council of the Quảng Ngãi provincial party committee to severely punish collectives and individuals who committed wrongdoing in the party organization of the province’s border guard force. —VNS
