The Ministry of Education conducts a survey on foundational learning to access students’ reading ability

The Ministry of Education will conduct a foundational learning study to provide a first-hand understanding of students’ learning levels by the end of Grade 3. A first of its kind, it aims to establish benchmarks for reading with comprehension in 22 Indian languages, the official notice reads.

The Foundational Learning Study is being conducted by NCERT in all states and UT for four days March 23-26 in nearly 10,000 schools. Moreover, one lakh of students are expected to participate in this study, the notice adds.

The objectives of the study are to conduct a large-scale assessment of the foundational learning of grade 3 students to establish a baseline for the NIPUN Bharat mission. In addition, it also aims to establish reading proficiency benchmarks for language proficiency as well as provide the data to cover fundamental aspects of literacy and numeracy.

It will assess the ability to read known and unfamiliar, age-appropriate texts at a pace, accurately, and with comprehension, as well as fundamental numeracy skills, and provide a baseline for the National Literacy Literacy Initiative. reading with comprehension and numeracy (NIPUN Bharat) objectives.

“Focusing on learning outcomes in the foundation years is relevant in order to provide learners with the abilities to make their later learning experiences more meaningful and absorbing,” the notice states. It is in line with the National Education Policy (NEP) 2020 as it emphasizes that “the ability to read and write, and to perform basic operations with numbers, is a necessary foundation and an indispensable prerequisite for any future schooling and all lifelong learning,” he added. .

Although the dimensions of learning can be multiple, the basic ability of reading with comprehension, writing and understanding basic numeracy concepts such as numbers, patterns, etc., relates to the learning objectives of base at the fundamental stage.
